[PATCH] drm/amdgpu: Simplify amdgpu_lockup_timeout usage.

[Andrey Grodzovsky]

With introduction of amdgpu_gpu_recovery we don't need any more
to rely on amdgpu_lockup_timeout == 0 for disabling GPU reset.
