They are not broken, they are masking the value with PCI_EXP_LNKCAP_SLS -
that is correct.
pci_set_bus_speed:
pcie_capability_read_dword(bridge, PCI_EXP_LNKCAP, &linkcap);
bus->max_bus_speed = pcie_link_speed[linkcap & PCI_EXP_LNKCAP_SLS];
pcie_speeds:

cobalt_pcie_status_show:
just prints the values without doing anything with them
hba_ioctl_callback:
