[PATCH 36/51] drm/amd/display: Remove redundant call

[Why]
I was advised that we don't need this call of program_front_end, as
earlier and later calls in the same sequence are sufficient.

[How]
Remove first call of program_front_end in dc_commit_state_no_check.
