AMDGPU - DisplayPort audio at rate 44100 does not play

First off, thank you for all your hard work in making Linux a better
choice for the desktop and gaming!

Having said that, I've been having a strange problem since the AMDGPU
drivers were first included in the Fedora distribution of the Linux
kernel. I have no display related issues, but I have a strange issue
with audio.

I have an AMD Radeon RX560 connected to a Dell P4317Q display. When
playing audio with a rate of 44.1kHz through DisplayPort while using
AMDGPU drivers, no audio is produced. It works fine with audio of rate
48kHz. I do not have this problem in Microsoft Windows so it is
unlikely to be a hardware problem.

It also doesn't appear to be isolated to a particular piece of
software, as I get the same issue in VLC, Totem, Rhythmbox, or Firefox.

I've tried resampling the audio in ffmpeg and every common multiple of
12000 Hz works, whereas every common multiple of 11025 Hz fails to
produce audio.

There are no logs in VLC or journalctl which seem to indicate a problem
is happening. VLC appears to play happily, but no audio is produced.

I filed a bug report with the Fedora kernel maintainers in May, but
have yet to receive any response.

Please note that I'm presenting this to be a bug with audio of 44.1kHz
rate, it is possible that something else is the cause.

I've tested this with a fair number of different variables and it seems
very consistent, but I don't have enough kernel debugging knowledge to
establish a firm causation.

If needed, I can help troubleshoot with some experienced guidance.
