Issues with gpu_busy_percent? Unstable performance / sclk on AMD Fury X.

Hi,

I filled the bug in the bugzilla, but I am not sure, if I filled it in
the right component, so I am posting it here too.

Unstable performance (periodic and repeating patterns of fps change)
and changing VDDGFX
https://bugs.freedesktop.org/show_bug.cgi?id=111987

I suspect issue is with frequency scaling, hysteresis, or
gpu_busy_percent or something around it.

Or maybe it is working as intended, so please let me know or suggest
extra steps.
