[PATCH] drm/amdgpu: return tcc_disabled_mask to userspace

I think TCCs are global, because all memory traffic from gfx
engines+cp+sdma has to go through TCCs, e.g. memory requests from different
SEs accessing the same memory address go to the same TCC.
