[PATCH 6/8] drm/amd/pm: add yellow_carp_ppt implementation(V3)

yellow_carp_ppt is swsmu layer 2 code for yellow carp.
V2: rename smu_v13_0 to smu_v13_0_1
V3: cleanup code.
