[PATCH] drm/amdgpu: fix the doorbell missing when in CGPG issue for renoir.

If GC has entered CGPG, ringing doorbell > first page doesn't wakeup GC.
Enlarge CP_MEC_DOORBELL_RANGE_UPPER to workaround this issue.
