[PATCH] drm/amdgpu: support atcs method powershift (v4)

add support to handle ATCS method for power shift control.
used to communicate dGPU device state to SBIOS.

V2: use defined acpi func for checking psc support (Lijo)
    fix alignment (Shashank)
