[PATCH v2 1/3] drm/amdgpu: UVD avoid memory allocation during IB test

move BO allocation in sw_init.

change from v1:
only use pre-allocated BO for direct IB submission.
and take its reservation lock to avoid any potential race.
better safe than sorry.
