[PATCH 09/12] drm/amd/pm: drop redundant !pp_funcs check

As it can be covered by the "!adev->pm.dpm_enabled" check. As long as
"adev->pm.dpm_enabled != NULL", "pp_funcs != NULL" can be also guarded.
