[PATCH 2/3] drm/amdgpu: Add peer-to-peer support among PCIe connected AMD GPUs

Add support for peer-to-peer communication among AMD GPUs over PCIe
bus. Support REQUIRES enablement of config HSA_AMD_P2P.
