We currently enable it for all UVD and VCE versions.

That will complicate things.  The problem is sw_init() is called too
early and we don't have any other one time init IP callbacks.  We
could move it to late_init, but then we'd need to also track whether
or not the entity has been initialized.  I think this is cleaner.
