Already we are checking the mm->clear_avail, if the mm->clear_avail is 
0, we will not call the __force_merge() and
  __drm_buddy_alloc_blocks() functions and we should proceed for the try 
harder method if the contiguous flag is set.
If the try harder method too fails to allocate the blocks we would be 
returning -ENOSPC.

so the current behavior is if mm->clear_avail is zero, we will be 
returning -ENOSPC (if the contiguous flag is not set).
