This prev_user_workload_mask is not required to be saved. The check for
current mask to be same as that of new mode can be done in this call itself.

current mode may then be saved to a local variable and then
smu_bump_power_profile_mode be called to change to new profile. If that
fails, revert back to the current mode.

Basically keep
smu->workload_mask = (smu->user_dpm_profile.user_workload_mask |
smu->driver_workload_mask).

Or, drop smu->workload_mask and always pass
(smu->user_dpm_profile.user_workload_mask | smu->driver_workload_mask)
to firmware.

That will simplify the code.
