[PATCH] drm/amdgpu: Add GFXOFF auto-tunning algorithm

Since there are several GPU series that require additional GFXOFF
ON/OFF switches
to ensure stability, this algorithm can be seen as a way to mitigate
the negative effects
of workarounds.
Simple and efficient.
