Submit MR for vpelib upstream, can't run CI of this MR

Hi sir,

I am a new employee from NPT, RTG.
Recently, I am working on upstream mesa/amd/vpelib upstream task.

However, I have met an issue that CI test of my MR is not running(amd/vpelib: Make BG gen stream idx adjustable (!3) · Merge requests · ChuanYu Tseng (Max) / mesa_vpeupstream · GitLab<https://gitlab.freedesktop.org/MaxTseng/mesa-vpeupstream/-/merge_requests/3>), and the log shows as below

>From the link of this log, it indicates to me that I have to apply for privilege in order to continue my upstream task.

If anyone knows how to apply for the privilege for executing the CI test of my MR, please let me know.
If you can provide the link to apply for this privilege, it would be greatly appreciated.
