because mmRLC_CAPTURE_GPU_CLOCK_COUNT register cannot be<br>
written in VF due to security policy.<br>

Solution: use a VF-accessible timestamp register pair<br>
mmGOLDEN_TSC_COUNT_LOWER/UPPER for SRIOV case.<br>
