[fdo-announce] kemper.fd.o broken for a while

Kemper is currently down after a failed kernel upgrade and a
simultaneous iLO failure. Go figure.

Kemper hosts CVS, GIT and Bugzilla, so these services will be out of
commission until it's back up and running again.

I'm hoping it will be back up shortly; there isn't anything physically
wrong with the machine. Thank you for your patience.
