Cross-Compiling for ARM / Aarch64?

Sorry for the delay. I starred this email, but got lost mid my overflowing
inbox... until now.

I don't have specific instructions for arm/Aarch64.  But apitrace uses
CMake, which makes it easy to use cross-compilers, and I use MinGW cross
compilation all the time.  Refer to

general instructions.
