Well, if you're squirting exactly 1Mb down a 400kbps link then it's
going to be very much the same on all hardware. There might be small
differences in how long it takes to  get to the UEFI flasher (e.g.
more memory added than the default) but only by a second or two.

I guess a property does make the most sense; my prototype had
<install_duration> but that seems unnecessary. <release
install_duration="120"> seems perfectly adequate.

Right; some firmware takes a long time to apply. For instance, if you
know the firmware is going to take 20 minutes to apply you might want
to schedule the update at the end of the day rather than when you are
first notified about it.
