[AppStream] Moving the AppStream collection metadata location

Maybe /var/cache|lib/micatalog, /var/cache|lib/mi-catalog or even
/var/lib|cache/metainfo-catalog is even better, actually, as that name
provides a direct connection to the metainfo files in
/usr/share/metainfo even though the two are not quite the same.
Another idea would be to consolidate everything into
/var/cache/metainfo/catalog/, even though that feels like a bit of a
scope violation.
