[AppStream] AppStream 0.16.2 released!

Hello!
While we're hard at work on the 1.0 release of AppStream, here comes a
last feature-release of the 0.16.x series. Any subsequent releases
will likely only contain bugfixes or tiny self-contained features.
Due to a past mistake, AppStream until now assumed xml:lang was using
POSIX locale, while in fact XML locale need to be in BCP47 format.
Most of the translation tools do this correctly, but notably msgfmt
when used in batch mode doesn't (which unfortunately affects anything
using Meson's i18n module). AppStream is now behaving according to
spec, with some fallback code in place, but please check your XML is
translated correctly to ensure all translations are visible.
We could address the translation issue in Meson, but I decided that
submitting a change directly to gettext to address this issue is way
better, as this interface is far too easy to use in the wrong way, and
a fix in Meson would be very inelegant.

If you want to fix your project now and do not want to wait for the
Gettext fix and are able to use Meson >= 0.62, you can use
`i18n.itstool_join()` which does translate the XML with the right
locale format: https://mesonbuild.com/i18n-module.html#i18nitstool_join
If you were using the correct locale already (like all of KDE's
software), an upgrade to AppStream >= 0.16.2 is highly recommended, as
that will fix localization for many languages.
Let's hope nothing breaks and we will never have to go through
anything like this again.
