[Beignet] intel-beignet: LLVM 3.9.0

Hello,
It seems to me that beignet is always using the stable version of llvm thus
compiling on llvm 3.8+ fails.Could anyone give any insight into this?
Even the git repo still uses a git-wise "outdated" LLVM version (Ex.:
mesa-git always compiles with llvm-git). It just seems that the internal
llvm bindings inside beignet aren't being updated to support up-to-date
versions of LLVM.
