[Beignet] [PATCH 10/10] OCL20: add device enqueue test case.

Now clang has a new feature for block. http://reviews.llvm.org/D16928, in spec the block must be const.
This will cause a Segmentation fault on llvm3.9 when bitcast the block pointer.
