[Cairo] ELF shared library improvements [2/4]

The patch for libic is the largest.  It consists mostly
of making all the individual compsiting routines and such
all static functions.  There's also some data arrays that
are made const; some mutual header file inclusion that
is cleaned up; and some plt entries hidden.
