[cairo] installed api versioning

sorry i don't have the original thread that brought this issue up so i
can't reply to it.
this patch addresses the ability to parallel install major versions of
cairo (actually it's configurable, could be minor, etc.) it's somewhat
based on modified versions of glib/gtk's mechanisms.
for major version 0/1 the pkg-config name has been left as cairo. so
apps won't know the difference. however this will not replace
pre-existing installations of cairo (due to lib rename and include dir
addition.) since cairo is still in very early development that shouldn't
be too much of a concern. everything i have seems to cleanly compile
against this modification.
please review, point out any problems etc. if it looks good let me know
and i'll commit it.
