[cairo] using expat for libsvg

Here is a full patch that includes the hashing support.  I tested on
Linux, MacOS, and Windows.  Seems to work fine and makes for a smaller
library or executable.  I'm not sure of any other advantages or
disadvantages with expat versus libxml2.
