[cairo] glitz WGL backend

Great!
If rendertest is working correctly, I think that's good enough for
getting this into CVS. However, it's not very likely that I'll be able
to maintain this backend so before we put this code into CVS I'd like to
make sure that we have someone that can maintain it. Do you want to do
that?
