My experience with this sort of thing is that a general proposal like
yours, (which looks fine), won't actually generate much discussion or
consensus. So, I would suggest that rather than waiting for consensus,
you just get started on code. I know that I would be interested in
seeing it, (and I'm not aware of anyone else doing anything similar
right now, so there's not much risk of wasted effort).

I'll likely have more specific comments in reaction to the API of a
prototype.
