You might want to check out the Thebes cairo wrapper we're using in
Mozilla; it's not packaged up as a separate library, but it wouldn't
be too hard to do that.
http://lxr.mozilla.org/seamonkey/source/gfx/thebes/ will let you look
at the source; include files and the like are in public/.
