[cairo] win32 backend failure with Cairo 1.0.4

There are both cairo 1.0.2 and 1.1.10 builds in the same folder on
ftp.gtk.org (ftp://ftp.gtk.org/pub/gtk/v2.8/win32/). At least Jernej
Simoncic, who makes one of the GTK+ Win32 installers out there, uses
the 1.1.10 bits as far as I know.

Anyway, a bit surprisingly, it took quite some time before anybody
complained about the lack of support for 16-bit display mode on
Win32. Either 16-bit display mode is very rare nowadays, or people
just suffered silently, or the reports were misinterpreted.
