With a suitable toolchain, no problems there. I'm not sure if there is
one readily available, but at least one of my co-workers had a
mingw-environment set up in his scratchbox.
With the Aphophis releases it should be easy to set up a toolchain for
Scratchbox, though with the legacy version (0.9.8) less so.
