[cairo] text with outline ?

Yes:

cairo_text_path (cr, text);
cairo_stroke (cr);

Note that you don't need cairo_stroke() after cairo_show_text().
There five cairo operations that draw something:

  cairo_paint()
  cairo_fill()
  cairo_stroke()
  cairo_mask()
  cairo_show_glyphs()/cairo_show_text()
