[cairo] Filters and Blend modes

Since everybody is thinking about new cairo features I would like to nag
about my two favorite lacking features in cairo: Filters and Blend Modes

Blur is especialy useful, both a fast blur (box blur) and a quality blur
like gaussian. I see that pixman has a convolution filter that is not
exposed in cairo. Where exactly would blur filter code go in cairo/pixman?
so that i can take a look and see if i am able to implement a blur filter
myself.
