[cairo] CMake

For those in the future that wondered what happened to this effort, here is
the short summary from my perspective.

So far nobody has stepped forward to say they know enough about the cairo
build to lead the effort to make a complete CMake-based build system for it
so it is not looking encouraging at the moment.

However, if somebody does step forward in the future, my offer still stands
to help out with any practical questions they may have about implementing
CMake-based build systems.
