I guess this is the authorative source:

but in short, the ARMvX is instruction set numbering and ARMX is core
design numbering. NEON instructions came with v7   instruction set. A
nice table of cores, instructions sets and other related data is at
wikipedia:

but it being wikipedia, take with the usual amount of the white stuff
that makes you thirsty.
