We've actually moved away from using the Win32 surface on CE -- it 
provides very little benefit compared to just using a straight image 
surface and doing a final blit, especially for anything moderately 
complex.  Additionally, CE can't support text rendering using the win32 
fonts API (it has no way to render glyphs), so Freetype has to be used.  
We just render everything to a 24bpp image surface so that we don't pay 
any extra composite cost, and do a final 24->16 blit at the end.
