[cairo] [PATCH] Added WGL context and surface.

Hello,

This patch adds support for WGL contexts and surfaces. I'm not sure if
I added the WGL things to the autoconf files correctly, since it's a
mess and I can't test it. The bundled GLEW library will also fail to
work (someone removed the Windows files).
