[cairo] PyCairo 1.8.10 Windows Binary

Dear PyCairo users,

I have made win32 binary builds of PyCairo for Python 2.6 + 2.7 available
through my project's website, in a dedicated page:

http://www.salsabeatmachine.org/python/pycairo-win32-packages.html

I will try to keep this page maintained as new versions will come out, and
hopefully will also upload there a Python 3.1 binary as well.
