[cairo] How to enable cairo in Windows?

Well, Cairo is a library, so it should be used by other programs.
Generally we expect distributions (in case of Linux) or application
authors (e.g. on Windows) to handle packaging of libraries.

I don't know, I just provided what you wanted for your convenience. I
guess you can just drop them in place of the other cairo DLL files you
downloaded. That said, you're probably better off asking help on some
R related list.
