If you're doing the above though…

Why not just do

cairo_rectangle(cr, ...outer_border_dimensions…);
cairo_set_source(cr, …border color…);
cairo_rectangle(cr, …inner_border_dimensions…);
cairo_set_source(cr, …fill color…);
