Yes. We do this for WeasyPrint without any issues. On Debian and Ubuntu 
cairo is compiled with X11 support, and thus depends on various 
X-related libraries. But you don’t need a X server running as long as 
you don’t use the X backend.

If you compile cairo yourself, you can completely disable the X11 so 
that even the libraries are not needed.
