The small change in numbers is a bit deceptive; actually ~100 tests
started passing but an almost equal number of tests began failing.
The passes are due mostly to the ref fixes for downscaling, plus some
surface tests.  The new failures are about half in scaling tests, and
half in random other areas.  Something to look into deeper post-release
I guess...
