[cairo] py2cairo fails on ./waf configure

Hi all,
as part of the Graphite dependencies installation I am stuck on py2cairo.
I already have installed its dependencies; Pixman and Cairo.

The environment is on a VirtualBox Guest running Debian 8 Jessie
3.16.0-4-amd64 #1 SMP Debian 3.16.7-ckt25-2+deb8u2 (2016-06-25) x86_64 GNU/Linux

The install has only the Standard System Utilities and the SSH Server plus all the packages that I have installed to meet the Graphite dependencies.
I have downloaded the source code and read both the README and the INSTALL files supplied and this is where I am up to:

Checking for 'gcc' (c compiler)          : ok
Checking for program python              : /usr/bin/python
Checking for python version              : (2, 7, 9, 'final', 0)
Checking for library python2.7           : yes
Checking for program python2.7-config    : /usr/bin/python2.7-config
command ['/usr/bin/python', '/usr/bin/python2.7-config', '--includes'] returned 1
root at nagios<mailto:root at nagios>:~/py2cairo-1.10.0#

I have analysed:
command ['/usr/bin/python', '/usr/bin/python2.7-config', '--includes'] returned 1

and the 'syntax error' is spawned rightly so since the command is using python to execute a bash script file (python2.7-config).
I have searched for a thread that could lead me to a clarification and also got a colleague involved with more experience than me to not avail.

If I run:
/usr/bin/python /usr/bin/python2.7-config --includes

File "/usr/bin/python2.7-config", line 5
    echo "Usage: $0 --prefix|--exec-prefix|--includes|--libs|--cflags|--ldflags|--extension-suffix|--help|--configdir"
SyntaxError: invalid syntax

If I run:
/usr/bin/python2.7-config --includes

-I/usr/include/python2.7 -I/usr/include/x86_64-linux-gnu/python2.7

Could someone please lead me with some directions in order to install py2cairo?
