the most recent snapshot is: 1.17.4 which can be downloaded from the 
link provided in the the release note.

To answer this.. cairo is the 2D graphics engine, and RCairo is the ruby 
binding (gem) to Cairo. If you're interested in RCairo, there are a 
couple of posts on my blog at: https://notepad.onghu.com/tags/#CairoGraphics
