[Clipart] Theme for 0.07-0.09 releases

These all sound good to me. Other than the clipart releases could be made
a few days earlier to meet some peoples' needs. For example, stores,
flyers, elementary schools, et cetera want to use on the 1st day of month
and that may be too late for their planning.

Maybe the release dates should be on the 25th (or 20th) of each month.

Also, we should note for next year to have a end of August release using a
"back to school" theme.
