[Clipart] organize repository and access rights

Yes it's very funny. For the moment, I don't have the knowledge to write PHP 
(I'm essentially a Java developer), so I'm not able to develop i18n on the 
site. But, when this will be done, I'll be the first to translate it in 
french. Believe me.
