[Clipart] XML hierarchy definitions

In CVS, there is now a directory, clipart_web/hierarchies

I've started us off with a tentative initial version of en.xml, the
English version of the heirarchy, based on the same categories that
the navigational thingy is already using.  Anyone is willing to
translate it:  leave the keywords the same, but translate the name
attributes.  You can also rearrange the hierarchy as part of the
localization -- e.g., for some locales the smilies might belong under
the people category (instead of under signs and symbols), or whatever.

Before we can actually *use* this, some other things will need to be
done as well (actually adding the keywords to all of the images, for
one thing...), but this is a start, and anyone who wants to translate
can dig right in.  Name your translations based on the language code,
and also put the language code in the language attribute of the
heirarchy element.  For example, the language code for english is en
so the file is en.xml; if there were a version specifically for US
English, it would be en-US.xml and would say language="en-US".
