[Clipart] ANNOUNCE: Open Clip Art Library 0.04 Release

Hello,

I created a page for our RELEASE PROCEDURE to increase our project's bus
count. Please all parties help fill out so that we all know how to do a
release.

Also, please fill out any more outlets that our releases need to be
announced to.

Also, could people at TheOpenCD and OpenOffice.org please post up the
proper lists that this type of release should be forwarded to for each
project. Also, please forward Bryce's release to those two
aforementioned projects, as I don't have access and have submitted to
the other minor sites (this is not a major release, so no freshmeat,
etc).
